Scope
Description
Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to the repair and maintenance of predominantly social housing properties.
Procure Plus wishes to procure and enter into a framework for the provision of waste management services. Services include the collection, transportation, treatment, recovery, recycling and disposal of a range of waste streams, together with the provision of containers, equipment, compliance support, reporting and related waste management services.
Companies appointed to the framework will be expected to share Procure Plus's commitment to social value and to work with Procure Plus to develop and agree social value commitments that reflect the Customer's priorities and are aligned with the social value objectives of both the Customer and Procure Plus.
Procure Plus reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework.
Procure Plus will not, under any circumstances, reimburse any expense incurred by bidders in preparing their tender submissions or in participating in this procurement process.
Procure Plus intends to appoint 10 companies to the framework.
Procure Plus reserves the option to appoint a limited number of additional companies beyond the 10 stated above. This option may be exercised by Procure Plus where there is a close proximity in the final overall scores between the 10th bidder and the bidders who are ranked in close proximity beneath. This option may also be exercised where, following the evaluation process, Procure Plus considers that additional capacity will be required to deliver the services required within this framework. Bidders are advised that this is an option and not an obligation on the part of Procure Plus. Procure Plus reserves the right not to exercise this option and to only appoint 10 companies at the conclusion of the evaluation.

Justification for not using lots
A lot structure is not considered appropriate in this framework due to the requirement for customers to call off integrated waste management solutions covering multiple waste streams, service requirements, and geographical areas through a single supplier. This approach provides greater flexibility for customers and reduces contract management complexity. Experience in this particular market demonstrates that suppliers provide the scope of services across multiple geographical areas and there is insufficient regional differentiation to make a lot structure based upon geographical areas necessary.
