CON0377 - Building Cleaning Services, Lot 1 / Lot 2

Description

Building cleaning services to communal areas and shared spaces within Havebury properties and offices. The cleaning will consist of routine cleans carried out to a programme, reactive or urgent biohazard cleans and various ad-hoc cleaning.

Staff will be required to have and maintain DBS certification.

Occasionally we may have a requirement for emergency ad-hoc cleans on working and non-working days of the year any time of the day or night. We would require a supplier to have the ability to respond to this requirement.

Description of possible extension:

Lot 1. General Needs & Additional Site Cleaning

Description

Lot 1 is for cleaning of communal areas and shared spaces within blocks of flats, Independent Living Schemes, hostel locations/rooms and to buildings leased to external organisations.

The cleaning services will be provided using a routine programme, urgent responsive biohazard cleans and for various ad-hoc cleans. 24-hour service to be provided in the case of emergency ad-hoc cleans should this ever arise.

Lot 2. Havebury Office & Stores (Hub) Cleaning

Description

General cleaning services for the office and stores (Hub) buildings will be provided using a routine programme.

However, there may be the need for flexibility with this dependent upon occasional late/early meetings being held.

Suppliers are required to:

Have an annual turnover of at least 1.5 x the contract value.

Score at least 30 in external party financial checks (Maximum score is 100).

All employees working on the contracts shall have the requisite minimum training and qualifications to perform the services to a professional standard.

Selection criteria:

Up to the 6 highest-scoring submissions at Stage 1 will be invited to tender for Stage 2.

Maximum Quality score is 100% at Stage 1.

Havebury wish to invite a maximum of 6 suppliers to bid at Stage 2 once they have demonstrated they have professional experience and meet our minimum requirements to carry out the contracts successfully.

Havebury's property portfolio is circa 拢7,500 within a 50-mile radius of Bury St Edmunds, Suffolk.

The Building Cleaning contract is divided into two Lots:

Lot 1 is for General Needs cleaning in communal areas such as shared spaces within flats, Independent Living Schemes, Hostels or other associated hostel accommodation and sites leased to external organisations for which general cleans in communal areas will be required.

Lot 2 is for the general cleaning of Havebury office and the stores building (Hub).

This will be a Competitive Flexible Procedure involving a 2-stage tender process.

Each Lot will be awarded separately under their own contract.

Suppliers may bid for either Lot, or for both Lots

A single supplier may be awarded one or both Lots.

Alternatively, two suppliers may be awarded a Lot each.

The individual Lots will be awarded based on the below criteria.

Stage 1: Quality evaluation only (100%). All interested bidders can apply at Stage 1 and up to the 6 highest-scoring bids will be invited to tender for Stage 2.

Stage 2: Evaluation criteria is Quality (40%) and Price (60%).

At Stage 2, the highest-scoring for Lot 1 will be awarded that contract and similarly the highest-scoring for Lot 2 will be awarded that contract.
