Scope
Description
Procurement of contractor design services and construction works through a competitive flexible procedure comprised of two competitive tender stages.
The award to the successful bidder will follow a two-stage design and build contract approach. Under a Pre-construction Services Agreement the appointed contractor will develop the technical design and construction methodologies subject to a secondary appointment to deliver construction works based on the approved scheme.

Competitive flexible procedure description
The Client is conducting a competitive, flexible procedure comprised of two tendering stages. Suppliers are invited to tender for this opportunity, with Stage 1 of the tendering process - referred to as the 'PQQ' - commencing from 1st April with a response deadline of 27th April at midday.
The Stage 1 criteria sets out the mandatory compliance requirements alongside a scored assessment of technical experience and capability with a full 100% weighting.
Subject to evaluation, a shortlist of highest scoring bidders will be invited to proceed to Stage 2 of the tendering process which will include a further, scored assessment of technical and commercial criteria.
In concluding the evaluation of Stage 2 tender responses, the award decision will be determined by the highest scoring and Most Advantageous Tender.
