Scope
Description
PA Housing Limited are procuring their two long term contracts to deliver window and door replacements to properties owned and managed by PA Housing Limited. The works required by the contract include, but are not restricted to the following; 1. window replacements, 2. street entrance door replacements, and 3. the replacement of rainwater goods where UPVC is not currently installed. The maximum term of the Contract will be seven years. There will be two regional lots located within London and the South East.

Description of how multiple lots may be awarded:
No Supplier can be awarded more than one lot. If a Supplier was to be top placed on both Lots they will be awarded Lot 1 as this has the greater value and Lot 2 will be awarded to the second placed Supplier on that lot. Although Suppliers can only be awarded a maximum of one lot, each successful lot Supplier will be required to have step in rights to the other lot. This is in the event that one of the successful Suppliers is failing to deliver the works required in that given lot. The period of time for the step in rights will be limited to 12-18 months to allow PA to re-procure, or for a shorter period to allow PA to rectify the failure. Suppliers are therefore required to submit for both lots.
Lot 1. Surrey and South-West London
Description
Lot 1 - The delivery of window and door replacements to properties owned and managed by PA Housing Limited. Description of risks to contract performance
The following risks have been identified that would impact the performance of the Contract, where the impact cannot be known at this stage but may relate to a Contract modification if the risk was to materialise:
1.Risk of legislative changes, regulatory changes or changes in law during the term of a Contract
2.Risk of unforeseen changes to delivery/operational standards
3.Risk of changes in technology, IT solutions or systems
4.Risk of unforeseen increase in Contracting Authority budgets/increased volume of works/services
5.Risk of unforeseen circumstances that cause the value of the Contract to increase (previous examples include BREXIT, war, pandemic and the cost of living crisis)
6.Risk of unforeseen political impact
7.Risk of unforeseen increase in property volume.
8.Risk of performance failure by one of the Contractors meaning the other Contractor has to step in for a period of time whilst PA either re-procure or rectify the issue in question.
