WAF Cleaning 2026-2029
Description
The contracting authority is seeking to appoint a suitably qualified and experienced
contractor to provide comprehensive cleaning services for school premises. The contract
will cover the provision of routine and periodic cleaning services to ensure that all facilities
are maintained to a high standard of cleanliness, hygiene, and safety for pupils, staff, and
visitors.
The scope of the contract will include, but is not limited to:
Daily cleaning of classrooms, offices, corridors, toilets, staff rooms, and communal areas
Cleaning of floors, surfaces, furniture, and fixtures
Washroom cleaning and replenishment of consumables

Waste collection and disposal
Periodic deep cleaning, including carpets and high-level areas where required
Window cleaning where specified
Cleaning of halls, dining areas, and other shared facilities
Compliance with safeguarding, health and safety, and school security requirements
The contractor will be responsible for providing appropriately trained staff, supervision,
cleaning materials, equipment, and management systems necessary to deliver the
services. All services must comply with relevant health and safety legislation and
safeguarding requirements applicable within educational environments.
The authority expects the successful supplier to demonstrate strong quality management
procedures, environmentally responsible cleaning practices, and the ability to deliver
consistent service levels across the school premises.
This is a TUPE contract award.

Description of possible extension:

Stage 1 - Conditions of Participation / Selection Questionnaire (PQQ) Interested suppliers will complete a Selection Questionnaire demonstrating their financial standing, relevant experience in cleaning services, technical capability, and compliance with mandatory requirements. References will be requested Responses will be evaluated and a shortlist of suppliers will be invited to the next stage.
Stage 2 - Invitation to Tender (ITT) Shortlisted suppliers will be invited to submit a tender outlining their proposed methodology for delivering the cleaning services, staffing arrangements, quality assurance processes, social value commitments, and pricing.
Stage 3 - Clarification and/or Negotiation (if required) The contracting authority may conduct clarification questions, presentations, or negotiations with shortlisted suppliers to refine proposals and ensure value for money. The authority reserves the right to award the contract based on the initial tenders without entering a negotiation stage.
Stage 4 - Final Tender / Best and Final Offer (BAFO) (if applicable) Where negotiations take place, suppliers may be invited to submit a Best and Final Offer which will be evaluated in accordance with the published award criteria.
Contract Award The contract will be awarded to the supplier submitting the Most Advantageous Tender based on the evaluation criteria set out in the procurement documents.
