The purpose of this tender is to appoint a suitably qualified and experienced contractor to deliver small to medium fit-out and refurbishment projects with an individual project value of up to GBP 250,000 (excluding VAT) at our London properties.

Stage One Selection Stage

Stage One will be open to all interested suppliers.

Suppliers will be assessed against the published selection criteria as set out in this procurement document. The selection criteria will be evaluated in accordance with the stated scoring methodology.

Following evaluation, the GMC intends to shortlist up to five (5) suppliers to progress to Stage Two.

If two or more suppliers are tied on score at the shortlist threshold, the GMC reserves the right to increase the number of suppliers progressing to

Stage Two.

Only shortlisted suppliers will be invited to participate in Stage Two.

Stage Two – Initial Tender Stage

Shortlisted suppliers will be issued with an Invitation to Tender (ITT).

Suppliers will be required to submit a tender addressing the published award criteria, which will include:

An Information Security Questionnaire

Tenders will be evaluated in accordance with the published award criteria and weightings outlined in the Invitation to Tender (ITT) document.

Following evaluation, the GMC intends to shortlist up to three (3) suppliers to progress to Stage Three.

Where there is a tie at the cut-off point, the GMC may increase the number of suppliers progressing.

Stage Three – Clarification and Negotiation Stage

Shortlisted suppliers may be invited to attend a structured clarification interview conducted via MS Teams.

The interview will consist of a 45-minute question-and-answer session. The discussion may cover the following areas (as set out in the Invitation to Tender (ITT)):

Key Performance Indicators (KPIs)

Implementation approach

Price

Social value commitments

Terms and Conditions

The GMC may enter negotiations with bidders in these areas.

All negotiations will be conducted in accordance with the principles of:

The GMC will not disclose confidential information of one bidder to another and will ensure that negotiations do not distort competition.

Following the conclusion of clarifications and any negotiation re-evaluation will be undertaken strictly in accordance with the published award criteria.

The contract will be awarded to the supplier submitting the Most Advantageous Tender (MAT).
