The framework is managed by Wirral Council, and consists of 13 lots split by value and category. In construction, Graham was appointed to Lots 4 (£5m–£15m), 5 (£15m–£30m) and 6 (£30m+). In infrastructure, it secured places on Lots 10 (£5m–£15m), 11 (£15m–£30m) and 12 (£30m+).

Within the procurement process, 53 contractors were appointed, with submissions evaluated against detailed technical and commercial criteria. Graham says that it achieved particularly strong results across the infrastructure lots, securing first-place rankings on both Lot 11 and Lot 12.
